Early Intervention for Harmful Sexual Behaviours (HSB)
Ages 3 –11 Years
True Traffic Lights Framework Informed Assessment and Intervention
Designed for younger children displaying developmentally concerning sexual behaviours.
Assessment and intervention are guided by the True Traffic Lights Framework, helping to understand behaviour within a developmental, emotional, and family context. This process supports identification of developmentally expected versus concerning behaviours, risk and protective factors, and the supervision and safety needs required to support the child safely.
Intervention focuses on supporting the child to develop emotional regulation, body safety awareness, and healthy boundaries, while working closely with parents to strengthen protective factors within the home and community. The goal is to restore safety while supporting the child’s emotional development in a calm, supportive, and non-judgemental environment.
Ages 12–18 Years
True Traffic Lights Framework and AIM3 Assessment Model
Assessment incorporates the True Traffic Lights Framework and, where clinically indicated, the AIM3 Assessment Model. This provides a comprehensive understanding of behavioural risk, individual needs, and appropriate intervention pathways, while recognising the young person’s capacity for growth and change.
Intervention supports the young person to develop insight, emotional regulation, and safer behavioural choices. Therapeutic work focuses on building responsibility, strengthening impulse control, developing empathy, and supporting healthy relationships, with active involvement from caregivers to ensure consistent support and safety across environments.
The Early Intervention for HSB Program includes:
• Comprehensive parent intake session
• Structured behavioural and psychosocial assessment
• Developmentally appropriate assessment framework (Traffic Lights / AIM3 where indicated)
• Risk identification, formulation, and individualised safety planning
• 12 structured therapeutic intervention sessions with young person
• Ongoing parent consultation, guidance, and psychoeducation
After finishing the program:
• Formal therapeutic report is provided including clinical formulation and any recommendations
• Optional stakeholder review meeting, allowing caregivers and professionals to review progress, safety planning, and recommendations. Where appropriate, the young person may choose to participate in this meeting to reflect on their growth and demonstrate developing insight and responsibility in a supported, respectful environment.
Due to the structured and safety-focused nature of harmful sexual behaviour intervention, this program is designed as a complete therapeutic process. Consistent participation supports accountability, reduces risk, and promotes safe and healthy developmental outcomes.
